Step by Step is the mandatory, competency-based carer assessment package to be used in the assessment of potential foster carers by community services organisations in Victoria. It includes tools and a clear framework for making assessments of foster care applicants, based on clear evidence of their skills.  It provides a systemic way to engage an applicant to share information and enable the assessor to reach an informed decision about the applicant’s suitability for fostering.

Before undertaking assessments of prospective foster carers, you must have completed the two-day Step by Step familiarisation training.
